Creativity among primary school teachers plays a crucial role in fostering adaptive and meaningful learning in line with the demands of twenty-first-century education. This article aims to formulate
indicators and develop an initial design of a behavior-based creativity instrument for primary school teachers. The study employed a conceptual instrument development approach through a systematic
literature review published between 2019 and 2025 and theoretical synthesis of teacher creativity and teaching behavior concepts. The results identified 5 main behavioral indicators of primary school
teacher creativity: instructional variation in planning and implementation, adaptive and improvisational classroom behavior, exploratory use of learning media and resources, facilitative behavior toward students’ participation and ideas, and reflective teaching practice.
